Harbor Abilities Rework
Due to his weak ability kit, Harbor currently has one of the lowest pick rates in the game. Riot has finally announced a full Harbor rework in November 2025. Here are his updated abilities after the rework:

Can Harbor Become the Best Controller?
From an overall perspective, after the rework, Harbor now has the potential to become a main Controller, and he could likely serve as an effective alternative to Brimstone. His new Q and E ability combo allows him to deploy three spherical smokes right at the start of a round, while his C ability can prevent enemy rushes — making him highly viable on maps where Brimstone is typically favored. However, on larger maps, Harbor can feel a bit limited when acting as the team’s sole Controller. To fully unleash his potential, he needs to be paired with another Controller who can complement his utility.
