Lemuen is a new 6-star Deadeye Sniper from Laterano introduced alongside Exusiai the New Covenant on the current limited banner. To give her a Nuker tag is an understatement considering her insane damage. Add to the mix her pseudo-global range, and you can easily one-cycle every boss in the entire game just using Lemuen's second skill. From now on, strategizing will cease to revolve around dealing with the boss and will focus on the question "What other operators do I bring alongside Lemuen?" instead.
Currently, there are 6 Deadeye Snipers in the game, and Lemuen is the second 6-star of the bunch. All of them have pretty big range and high ATK but shoot slowly and focus on the lowest defense enemies first. Lemuen's whole kit is designed around dealing massive damage with the exception of module DEA-Y stage 3, additionally buffing other Laterano operators. Talents
Talent 1: Diploma Persecutionis Internationalis
Every Leader or Elite enemy remaining in any Laterano operator's range for 6 seconds gets marked if Lemuen is deployed. Lemuen can target marked enemies wherever they go, which makes it enemy-specific global range. Also, marked enemies will take +18% damage from Laterano operators.
Talent 2: Modus Extraditio Fugitivi
Lemuen gets +10% ATK after being deployed for 20 seconds and +1 ammo. The extra ammo will not be granted if you start her skill before this talent procs. Her module stage 3 reduces time to 15 seconds so her S2M3 will get buffed no matter what.

Lemuen's potentials are not a significant upgrade for her. They are nice to have but by no means necessary. P2 and P6 reduce deployment cost by 1 which rarely makes any difference on a medium to high DP operator. P3 reduces redeployment time by 4 seconds which might matter if you do crazy niches like 1P relay, or low-ops clears.
P4 gives +46 ATK and P5 improves talent 1, so that Lemuen marks enemies 2 seconds faster and marked enemies receive 3% more damage from Laterano. These potentials do matter raising Lemuen's damage ceiling moderately if you use her S2 or S3 as these skills have biggest multipliers.

Skills
All Lemuen's skills are ammo-based, so partnering her with Ch'en alter can be pretty useful to grant a chance at not consuming ammo.
S1: Salvē Etiam
It's an offensive recovery skill, grants 6 ammo, increases ATK to 210% and attacks an additional target. It is pretty expensive at 8SP considering Lemuen's slow attack speed, so if you use this skill, get her module. You can also use Archetto and Ch'en for even faster SP recovery.
This skill is exceptionally good in Integrated Strategies game mode, as you don't need to spend hope for promotion to use it. In IS5 in particular, there are many Spines of Epoch (1200 DEF) - static devices - that have higher Aggression level, so they get in the way of your operators attacks, while Lemuen will still target lowest defense enemies first, often saving the run.
S2: Honesta Missio
This skill makes Lemuen completely busted against bosses. She gets +80 ASPD, +70% ATK and 7 ammo. If there are enemies marked by her talent 1, she will start aiming for 3.5 seconds. Aiming increases her ATK from 180% to a whopping 425%. Then she fires a shot that ignores Dodge. Aiming will stop prematurely by firing a shot if at any point ATK increase will already guarantee a kill on the marked enemy.
While having this skill active, if there are no marked enemies on the field, Lemuen can still auto-attack with buffed stats from the skill all enemies in her range, without consuming any ammo.
You really want her module stage 3 when using this skill, as it will sync it with her talent 2 buff for an even more insane damage.
S3: Salutatio Sclopeti: Memento Mori
This skill deals a bit less damage than S2, but it does it in an extremely short burst, so the DPS is highest. Lemeun gets 5 ammo, consumes one bullet each 0.5 seconds in order to lock on one or more enemies that are either marked or in her range. Then she shoots down an explosive projectile for each consumed bullet upon enemies she locked on. Enemies in the center of explosion get damaged for 450% of ATK and the rest for 300% of ATK in 1.5 tile radius.
This skill is more versatile, as it can deal massive damage to single target as well as clear out swarms of enemies, but choose wisely, if you want to focus on killing bosses and other enemies get in range, use S2 instead so that you don't disperse the damage.
Skill Priority
S2 ✦✦✦
This skill is definitely worth M3 as it gains huge damage gains with each mastery as well as very welcome Skill Points reduction. At M2 you also get another bullet. This is a no-brainer, put all your resources into these masteries.
S3 ✦✦✧
You can think about it, but if you plan on using this skill a lot either to deal with lots of enemies at once or to burst down bosses and elites extremely fast, you might want to M3 this skill as well, but the gains from masteries are less impactful than in case of S2. Definitely a strong contender though.
S1 ✦✧✧
Overall a nice consistent 2-target skill you might want to use from time to time, especially in IS mode. Mastery gains reduce SP (M1 and M3) which is impactful on offensive recovery skills, damage gain is a nice addition. You also get another bullet at M2. Consider this whether you have spare resources and whether your Lemuen is worth M9 for your account.
Modules
DEA-Y: Magazine and Stained Glass
For now Lemuen has one module albeit very impactful one.
Stage 1 ✦✦✦
HP +80, ATK +80 and you get 1 SP every time you shoot and enemy does not drop dead on the spot. You definitely want that extra SP regeneration for every skill. Also module itself gives more ATK than her potentials.
Stage 2 ✦✦✦
HP +100, ATK +100, improves talent 2, so you get extra 15% ATK after 20 seconds but most importantly you get 2 extra ammo which is a huge damage increase. You can't stop at stage 1, you really want at least stage 2 for that sweet ammo.
Stage 3 ✦✦✦
HP +120, ATK +120, improves talent 2 further, so you get +18% ATK altogether and time needed to trigger talent 2 is reduced to 15 seconds. Now here is a very valuable interaction - Lemuen's S2M3 takes 15 seconds to charge after deployment, so you can start your skill along with the talent 2 buff getting more ATK and ammo right off the bat. This stage is also a supportive option for your other Laterano operators, as they will get 1 more ammo.
