With supports or enough substats, most characters can benefit from the 12% DMG increase from reaching the 135 SPD requirement. Additionally, Nihility characters who deal DoT can also gain value from the ornament set if they have enough substats. Building SPD on these characters won't sacrifice their DMG output since DoT characters rely more on ATK% and SPD for substats.
