HSR 3.3 Banner Leaks
According to Honkai: Star Rail's drip marketing, two new five-star characters, Hyacine and Cipher, are set to debut in the Version 3.3 banners. Based on the timing of their announcements, Hyacine is expected to appear in Phase 1, while Cipher will be featured in Phase 2. However, there is currently no information available regarding the rerun characters for this version.

Version 3.3 New Characters
Hyacine
Hyacine is a five-star Wind character of the Remembrance path, introducing an interesting mix of HP burning mechanics and healing. She is said to be a perfect match with Castorice and the following are the now-known details about her kit and signature Light Cone.
- Hyacine Core Support Ability: If an ally starts combat with less than 120 Speed, Hyacine grants them 4% Speed per unit to help them reach key breakpoints.
- Light Cone Effects: Hyacine's signature Light Cone enhances healing, Speed, and energy generation, while also boosting damage output.
Cipher
Cipher is a five-star Quantum character of the Nihility path, but unlike traditional Nihility units who specialize in debuffs, she leans more into critical damage and direct DPS. Additionally, rumors suggest she may find a place in DoT-focused teams, making it exciting to see how she could enhance their playstyle. And the following are the details about her kit.
- Follow-up Attacks: Her kit is built around launching follow-ups: every time her follow-up attack hits, it either deals extra damage or applies an additional effect. This makes her particularly effective at consistently ramping up damage output.
- Talent and Enhanced State: At the start of each ally turn, Cipher will mark a random enemy—prioritizing the one with the highest HP. Once that enemy takes damage, she enters an enhanced state, triggering further follow-up attacks. Her ultimate even resets her follow-up counter, potentially letting her chain multiple follow-ups in rapid succession.
