According to Honkai: Star Rail's drip marketing, two new five-star characters, Hyacine and Cipher, are set to debut in the Version 3.3 banners. Based on the timing of their announcements, Hyacine is expected to appear in Phase 1, while Cipher will be featured in Phase 2. Cipher is a five-star Quantum character of the Nihility path, but unlike traditional Nihility units who specialize in debuffs, she leans more into critical damage and direct DPS.
- Follow-up Attacks: Her kit is built around launching follow-ups: Cipher can make enemies become her "Regular Customer" , and when the "Regular Customer" is attacked by other ally targets, Cipher immediately launches Follow-up ATK against the "Regular Customer".

2-Pc: Increases SPD by 6%.
4-Pc: When the wearer and their memosprite provide healing to ally targets aside from themselves, the wearer gains "Gentle Rain," which can be triggered up to 1 time per turn, lasting for 2 turn(s). When the wearer has "Gentle Rain", increases SPD by 6%, and increases all allies' CRIT DMG by 15%. This effect cannot be stacked.
Captain Over Cursed Waves
2-Pc: Increases CRIT DMG by 16%.
4-Pc: When the wearer is the target of another ally target's ability, gains 1 stack of "Help." Stacks up to 3 times. When using Ultimate, consumes all "Help," each stack increasing the wearer's ATK by 16%, lasting until the end of the turn.
