Exusiai will recover 6% HP when ammo is used by any operator on the battlefield, including herself. Also that used ammo has 25% chance of spawning bombardment upon enemies within the range of operator who used that ammo dealing up to 185% of Exusiai ATK in 1.3 tile radius. Fun thing to try out is to fill the battlefield with ammo consuming operators and watch everything evaporate.
Covenant of Bullets
With Exusiai in the squad all ammo operators will gain up to +13% ATK and Laterano operators will get double that amount.

All Exusiai’s potentials are pretty good and pretty close in terms of usefulness. DP reduction of P2 and P6 is great on low-cost operators. Base ATK upgrade on P4 makes all skill and talent multipliers a bit stronger while P3 and P5 improves both talents either buffing her or her ammo teammates’ damage. Any potential is a good stopping point but if you have ever considered going all-in on an operator, then Exusiai the New Covenant is most definitely a viable candidate for P6. Skills
All Exusiai’s skills are ammo based, Auto Recovery and can be manually switched off prematurely. All numbers presented below assume mastery 3 on every skill.
S1
Sweeping the Skies is a nice AFK skill. It triggers automatically, grants 8 ammo and deals 250% ATK as Physical damage prioritizing aerial enemies. If you stop this skill manually, she will fire remaining ammo at random enemies in range.
S2
Shootoholic makes Exusiai shoot 0.7 seconds faster and on top of that steals 70 ASPD from operator in range with biggest aggro, which is most often the last one deployed. She gets 35 ammo or if ASPD was stolen – 40 ammo, each shot dealing 300% ATK damage. Both Exusiai and target operator will get a 250% of Exusiai’s HP Barrier that will deplete over 30 seconds.
Great DPS skill for general content, you will probably want to use this most often.
S3
With Guaranteed Success! Exusiai gets +30% ATK and 50 ammo. Each attack hits 5 times and consumes 5 ammo, each hit deals 160% ATK damage. Here comes the unique mechanic that no other operator can mimic - while having this skill equipped she is able to deploy Delivery Coordinate – a red mark - on a ground tile. When you activate the skill the mark will deal 250% of her ATK in 1.8 tile radius and if there is any ground operator on redeployment cooldown, the one with the longest one will be deployed in the place of Delivery Coordinate for 0 DP and with 6 extra SP. If you retreat such an operator you will get the usual half of DP cost back.
This skill opens up so many creative strategies, you can now helidrop a lot of operaotrs with full or near-full skill bar, you can use it as a dp-recovery tool and for once, not having any potentials on your Mudrock or Penance seems beneficial.

S3 ✦✦✧ is already very good and functional on level 7, as you will use it mostly for special operator deployment gimmick, but M3 will give you some extra damage, nothing to scoff at – medium priority
S1 ✧✧✧ - easy skip unless you are a fan of AFKing.

GEE-X
Lvl1: HP +100, ATK +50, +0.25 SP per second when Exusiai’s HP is over 80%.
With this module you want to pair her with a medic. Mon3tr would be ideal, the synergy of Exusiai constantly loosing HP and being continuously healed and buffed by Mon3tr is very potent.
Lvl2: HP +160, ATK +58, talent 1 chance increased to 30%, bigger damage multiplier
Lvl3: HP +210, ATK +65, talent 1 chance increased to 35% and damage multiplier up to 185%.
You definitely should get this module as soon as possible and level it to 3. Imagine all your ammo operators triggering Exusiai’s talent 10% more often and with bigger damage multiplier.
Base skills
Funny Holy City Stories
Exusiai the New Covenant has the standard +0.55 per hour single target dormitory morale recovery skill on E0.
