Interact with the exterior console first; this will consume one Powercell and also activate flame barriers. You need to wait for the flame to stop and then rush towards the second console before the flames reignite. Interacting with the second console will consume the final Powercell. Then you can exit the structure and proceed to the final step.

Once you exit the ARC Deforester, you need to climb up the structure to reach the upper platform. There will be another flame barrier on the upper platform, and you will find the container after crossing it.
